UTF-8 Support in Thanos

Hi 👋🏽

Prometheus will have soon an UTF-8 support:

• https://github.com/prometheus/proposals/pull/30

It would epic to add support of UTF-8 to Thanos once available on Prometheus deps. Should be as simple as pulling deps, but there might be some changes around migration proposed in https://github.com/prometheus/proposals/pull/30

Upstream issue that would tell us once Prometheus side is done: https://github.com/prometheus/prometheus/issues/13095
