[BUG] Selected language doesn't load until after configuration

Describe the bug Selected language doesn't load until after configuration.

To Reproduce Steps to reproduce the behavior:

1. Delete config file
2. Select a language during first time setup
3. Observe that the next few fields are not translated
4. After configuration the language is loaded

Expected behavior Language loads immediately after selection.
