[FEATURE] Dosh enforcer control

Is your feature request related to a problem? Please describe. Can't control dosh enforcement settings while program is running.

Describe the solution you'd like Commands or parameters to control the enforce_dosh command. e.g. toggle on/off, set amount. Not sure about specifcs yet.
