I don't have exact timestamps for the errors happening, but according to the CI logs it happened around 2024-06-28 14:35:56.261249 UTC and 2024-06-28 14:38:42.772964 UTC.

I believe this is fixed now, in https://github.com/pulumi/pulumi/pull/19912, which was released in [v3.183.0](https://github.com/pulumi/pulumi/releases/tag/v3.183.0). Gonna go ahead and close this issue out. Feel free to reopen if I'm missing something.

Ah indeed, I think we missed `preview_destroy` and `preview_refresh` there. I'll reopen the issue.
