[FEATURE] Proxy Configuration

Is your feature request related to a problem? Please describe. For some reason i am trying to launch TGS behind Proxy. And it can't connect to Github or byond to get engine, which makes me sad

Describe the solution you'd like Proxy option in TGS configuration and\or ability to look for system wide proxy entries

Describe alternatives you've considered Funny thing you can clone repo in local folder, and then use path to that folder as "Remote URL"
