Can you verify that `libcrypto.dll` is in the same folder as `sshd.exe`? This seems similar to https://github.com/PowerShell/Win32-OpenSSH/issues/2228

Thanks - looks like the SSH server is rejecting the RSA key. Are you able to pull the SSH server logs?
