latest:^0.13 is preferring beta over a release candidate (rc)

Hello,

Terraform 0.13.0-rc1 is out and after installing, the following continues to use beta3 release. I had to manually set to 0.13.0-rc1 to make it work. Probably I could do a crazy regex to workaround it, but I think a preference regarding alpha / beta / rc should be done to avoid this in the future.
