Document the (power user) inline help feature

In 4.6 admin layout update, we have added a feature to display inline help for UI widgets. Need to document how to use this. Won't be a major feature that we push, but the functionality is there for those who need it.

@philwareham, what is this feature, exactly? Is it still relevant? Is content needed for an existing page or are you proposing a new page?

This just sounds like clicking the ? icons and looking at the help tips. If that's all it is, I don't think it needs documented. I must be missing something? If I am missing something, you've got my curiosity.

@wion - users can develop their own inline help files for various elements in a Textpattern install, as an alternative (and more specific to their needs) option than the current generic pophelp documents. @bloke implemented it a couple of releases back, but it's always been a 'hidden' feature.

Okay, thanks. Just asking because, if I understood how it worked, I might do the documenting. But since I would need to rely on written explanation to understand how it works, I'll leave it to the knowledgable editor. ;)
