Immediate issue

I will break Table 1 into three tables, one for each default region; and restructure them so the few panels run x-axis and roles run y-axis; making tables more compatible with mobile screens. Also, the legend can be embedded using the new table notes notation.

Also, it probably hasn't had a technical (dev) review in a while, so when I'm done, I'll free up issue for a dev's taking.

A note to note about notes and self-note

There's a number of plugins referenced on this page, and other administration pages (e.g. Users panel). As long as these are well-maintained plugins, I don't see the problem, but they should probably referred to as endnotes, main text.

NTS: Add note in 'Notes in main text' of user docs guide.

#104 Oops. Didn't notice that issue before. (New titling conventions will make things much easier to spot!)

Doc has been updated with missing Themes panel, and overall revised for general improvement. Also, first table has been broken out into three tables. This didn't save any lateral space on tables for benefit of phone screens, as first thought, but it does make the information a lot easier to access and scan by focusing on one region at a time. Still a win.

Needs dev review for default rights assignment accuracy in tables. Then can close.
