API+CLI: Fetch all blocks across all threads

Currently the API requires a threadid to be specified, this prevents textile blocks list from working as it must be textile blocks list <threadid> which is annoying, as it requires textile blocks list "$(textile threads | json ".items[1].id")" etc. It would make for a better CLI experience if blocks could be fetched across all threads.
