Update Version number in Windows Installer

Hi,

In the Windows Setup/Installer, the WelcomePage Text should be adapted.

According to the latest Release, Version 1.11.1 of TexText should be compatible with Inkscape 1.4. However, the Windows Installer WelcomePage Text mentions version 1.3.

I think the following line in build_windows_installer.nsi should be updated with the correct Inkscape version number and the Windows installer needs to be rebuild: PermaLink to Code
