Casual Mode can put Wave beam behind wave gates

On version 2.9, casual difficulty with the seed 1170009 will lock wave beam at the pink brinstar hopper e-tank. In order to get wave beam, you have to be able to gate glitch. Even though wave beam technically is not required, it is very useful and it should not be locked behind gate glitches that casual players might not know how to do.
