Magic Powder Not Working

Description of problem: I never obtained the mushroom but do have the magic powder. The magic powder fails to activate the bat. I have no way known to me other than fake powder using mushroom to get the magic bat item so I know I have not done it. I asked around on Twitch and others said stand closer or make sure you have magic to use. All are fine, the animation of the powder works, but nothing happens at the magic bat.
Spoiler (if available):
The only time I haven't seen Powder work is when I am not flush up against the shrine to make the bat appear. This sounds very strange. Can you provide a video?
