Rewrite with Rust

- I'd like to do this! - But we need start to build a wrapper library for GitHub API v3 or later.

Currently, logs of this applications does not have contextual information (e.g. request id, issue number, etc). To increase debuggability, we should embed them to log information.

The current implementation uses text concatenation for all. This should be rewrite with `text/template`.
