This field can't be blank on Flaky Update Query pop-up

To Reproduce Steps to reproduce the behavior:

  1. open a project
  2. go to Analytics
  3. click Flacky widget
  4. click Min-Max extra button
  5. enter any value within rule Set 0 to include ever-failing tests
  6. see This field can't be blank error

Expected behavior No This field can't be blank error for right values

@littlefrontender the issue is still there. but ticket can be moved to next release.
