[Tests] clear filters: the Test Cases tree is displayed without folders

To Reproduce Steps to reproduce the behavior:

  1. Go to Tests
  2. Click Filters
  3. Choose TAG
  4. Click Apply
  5. Click Filters again
  6. Clear TAGs
  7. Click Apply

Expected behavior TestCases tree is displayed with folders

Actual result TestCases tree is displayed without folders, only suites Also please pay attention on TAGs name in filter and in the TestCase it should be @regression, not @regression-1

in this case in tag @regression-1 number 1 means the number of tests containing this tag
