Incorrect display of the button for resizing images in Test Case preview

Describe the bug Button for resizing images in Test Case preview is displayed in different places and can be doubled after hovering or clicking on it

To Reproduce Steps to reproduce the behavior:

  1. Go to Test Case and add some image
  2. Save changes and click on 'Go back' button
  3. Click on button for resizing images a few times
  4. See the button display

Expected behavior Button should be displayed in one place and shouldn't be doubled

@TetianaKhomenko I retested it, still working incorrectly: sometimes 2 buttons are displayed with different options and it also can be displayed outside of the image
