chore!: delete deprecated `TestcontainersConfig` struct

What does this PR do?

Deletes config.go since everything inside was deprecated.

Why is it important?

This is just maintenance work. Something I originally added to #3051 but moved to a separate PR as suggested by @mdelapenya.
