I can confirm the problem is still there.
I have the same issue I confirm that removing the OPENVPN_CONFIG reported by @jmorata fixed the issue for me (all versions after 5.2). I regressed to version 5.2 and OPNVPN_CONFIG...
@kamiTT From the post, it seems the way to fix this is by setting the PUID and PGID to 0 (root) to gain access to /dev/net/tun and giving "High privileges"...
