Still getting unsupportedHardware for legacy Model S?

With the recent announcement of fleet telemetry support for legacy vehicles and the removal of the discounted pricing for data polling I have made a change in my application to only support streaming. One of my users' vehicles, a 2016 Model S, still reports unsupported hardware when attempting to register his fleet config.

The announcement was about MCU2 vehicles. MCU1 is still discounted and still doesn't support Fleet Telemetry. Your service will need to keep supporting both.

This comment from the announcement is very confusing then:

"A discount is currently provided for calls to the vehicle data endpoint. This discount will be removed effective September 1, 2025."

The quote at https://developer.tesla.com/docs/fleet-api/announcements#2025-06-26-discounted-vehicle-data-pricing-update is:

The Model S and Model X vehicles which now support Fleet Streaming have previously received discounted pricing for calls to the vehicle data endpoint. This discount will be removed effective September 1, 2025.

In that context, its only the vehicles that support Fleet Streaming that will have their discount removed, but Tesla has not provided clarification, so in reality we don't know for sure.
