Suspect it's here: https://github.com/tes/bosco/blob/master/src/RunWrappers/DockerUtils.js#L80

I'd need to check with @geophree why we remove the containers here vs just find the existing one - may be a legacy - e.g. where we wanted to always ensure the container had latest configuration.
