Can we have bosco fail if bundle sizes exceed a specified amount?

@cliftonc I'd like to have a go at implementing this for files initially (not assets yet), by adding a 'maxSizeKb' config key at this level. The maxSizeKb could then be used in the minify module to throw an error if the bundle size exceeds it. Sound ok? The motivation is, the AMP CSS bundle makes our thousands of Job AMP pages invalid if it exceeds 50Kb.
