layout: near should take set of constant values

E.g. i want this title text to be CENTER_TOP, or TOP_LEFT.

x- > y
...

title: Cool diagram {
  near: CENTER_TOP
}

These wouldn't be part of layout engine anymore. It'd be like absolute positioning. If it collides with objects, then extend boundary.
