Add option to turn off certain docs sections in the PDF

There has been the request to give the option to turn certain doc sections in the PDF:

• ignore all SCR / release notes in the HTMl EXCEPT the current release, when converting to PDF
• turn off the API docs when converting to PDF

Frankly, I think these will either be dead easy or nigh impossible, probably not anywhere in between.
