[BUG] libva-nvidia-driver prevents terra-extra gstreamer1-plugins-bad from being installed

Describe the bug look like libva-nvidia-driver has a hard dependency on fedora's gstreamer1-plugins-bad-free. even dnf swap gstreamer1-plugins-bad{-free,} does not allow the installation of the terra-extras version

To Reproduce Steps to reproduce the behavior:

  1. Install terra-nvidia's libva-nvidia-driver
  2. try to swap gstreamer1-plugins-bad-free with gstreamer1-plugins-bad
  3. See error

Expected behavior being able to use terra-nvidia libva-nvidia-driver and terra-extras gstreamer1-plugins-bad simultaneously
