I wonder if for now we can simply just provide a package that prevents updates when mesa-freeworld is installed, like this https://projects.chocolatecakecodes.goip.de/blued_gear/mesa-freeworld-metapackage/-/blob/main/mesa-freeworld-metapackage-40.spec

While this doesn't count as our own Mesa rebuild it could be really useful for people who do use mesa-freeworld
