`wait_for_validation` should refresh `output.acm_certificate_status`

Is your request related to a problem? Please describe.

When set wait_for_validation = true, after the first apply run, the output.acm_certificate_status returns PENDING_VALIDATION, not ISSUED.

I have to apply again to refresh acm_certificate_status to ISSUED.

I think it's better to refresh acm_certificate_status to make this value to ISSUED during the first apply run.
