`depends_on` seems to be broken on workflow level

This is the exact error, and it only ever happens on steps depending on the build of an image (this time on a different build-step with similar dependencies): > Oh...

The working variant only has the suspend marker to keep the breaking changes as small as possible. It's not required at all here, but highlights that only adding the `.await()`...

As I'm not working with the affected project or graphql-kotlin anymore I will close this issue.
