Problems opening the Jubler 8.0 x64 program

Hello, good afternoon, I have downloaded the latest version of the Jubler program for 64-bit Windows, I have installed it and when I open it it does not open, I have tried downloading the 32-bit version but the same thing also happens. The operating system I have is Windows 11 x64 bits.
