Suggestions on download pretrained model VGG19

Hi there, I really thank you for your brilliant work!

I want to say when I tried to replicate your work, the hardest thing is to download the pretrained model VGG19.

It mainly because the download file vgg.py is too old to work correctly. So I highly suggest everyone to skip the download step and load the pretrained param directly!
