Undersampling Component

I am thinking of implementing an undersampling custom component for TFX, as described in this issue for TFX: https://github.com/tensorflow/tfx/issues/3831. This component may also include oversampling and checks to gauge the difference between high-frequency and low-frequency classes. A possible alternative to a custom component could be a dataset factory - which approach is better for this particular project remains to be seen.
