What's the differences between sequence example and ELWC?

I think the owners of this repo will tell you that SequenceExample is legacy, as ELWC didn't exist when this project started. ELWC is a more natural fit for the query/examples data structures TFR uses, while SequenceExample works but isn't natural. Another difference is that SequenceExample is in TF core while ELWC is only in TF Serving. This has implications for deployment probability.
