Improve the description of the TFQ package on PyPI

The description of TensorFlow Quantum on PyPI is … sparse.

It would benefit from the addition of more information. This should be done by sharing text between the top-level README file and the package info sent to PyPI.

Hi @mhucka, I’d be happy to work on this issue if I have your permission. My plan is to update the setup.py / pyproject.toml so that the PyPI description automatically pulls content from the top level README.md. This way, the package description will be more informative and consistent.

Please let me know if this approach works for you, or if you’d prefer a different direction.

@Aniketsy Thank you for your offer, and sorry this has taken so long to get a reply. After some more deliberation about priorities, this particular issue does not seem worth the time. I'm going to close it. If things change in the future, it can be reopened.
