Investigate #679

There are some references to old issues in the repo. In particular #679 seems to show up a lot and have something to do with handling empty Program protos in C++. Would be nice to investigate these and see if they can't be moved around / cleaned up.

@MichaelBroughton This is a very old issue. It looks like 679 was closed some time ago. Can this issue also be closed, or is there something that still needs to be done?

Closing as it's very likely to be obsolete, plus #679 refers to Python 3.8, which is not supported anymore.
