compute_dp_sgd_privacy_lib.py relies on deprecated rdp_accountant.py

Estimating the privacy budget currently doesn't work. The library1 relies on a deprecated rdp_accountant2. Specifically, 3 is missing from the new API.

Apologies for this and thanks for reporting. The Google differential privacy library should be updated to include the new function in the next few days.

We are now using the new Google DP library and this should be fixed.
