there is no pip package on windows?

when I run "pip3 install lingvo", Receive prompt : "ERROR: Could not find a version that satisfies the requirement lingvo (from versions: none) ERROR: No matching distribution found for lingvo" is there no pip package on windows?

I think so -- there's currently no windows or osx pip package. Nobody on the team knows how to build them...
