Revisit production logging

It looks like although rails_stdout_logging is being used, we still have a (rather large) production.log file. Also, in the nginx logs, there are no timestamps for the logs which makes them much less useful. [Issue automatically imported by https://github.com/controlgroup/CSV-GitHub-import-export]
