Add technical setup document

New developers will need to download some tools beyond a Go toolchain to successfully contribute to SPN. For example, they need:

starport
golangci-lint
goimports

And maybe other tools in the future. I think it makes sense to add a document that instructs devs how to get all of these tools set up on their environments.
