chore: deprecate FeeToken (0x77), route fee_token to Tempo transactions

Closes #1267

Deprecates the FeeTokenTx (0x77) transaction type:

  • Transactions with fee_token preference now route to Tempo transactions (0x76)
  • Raw FeeToken (0x77) submissions are rejected post-AllegroModerato
  • FeeToken type definitions preserved for historical block compatibility
