Disable DAA

We have made the decision in this slack thread to remove DAA - https://tempoxyz.slack.com/archives/C09KCGR4LQ4/p1764877813295829

We first need to stop new accounts from generating DAA accounts, by changing the handler and disabling the AccountRegistrar contract behind the next hardfork.

We will completely remove all this code in the next fresh testnet.
