Allow functional tests to run multiple nodes of each type

What changed?

• Allow configurable node count for all services types in functional tests
• Lots of cleanup and refactoring of functional test base
• Note that multiple nodes doesn't work right now because of issues with the archival provider. Those can be fixed separately from this PR.
