Set history size and suggest continue as new on task start attributes in test server

Populate WorkflowTaskStartedEventAttributes.suggest_continue_as_new and WorkflowTaskStartedEventAttributes.history_size_bytes on the test server. The former can be just the Temporal server default (doesn't need to be configurable at this time like the server's is).
