Allow "unable to find workflow type" error to be configured to hard-fail the workflow

Currently we allow this error to support retry so a worker can be deployed with the proper workflow for it to work.

Need to investigate options about making it non-retryable.

The best approach for this may be to go ahead and support #543 so a catch-all workflow implementation can be written
