chore: Build multi-arch image

What was changed

Build a maru multi-arch image for both amd64 and arm64.

Why?

Our Kubernetes cluster is all on ARM64, and we'd like to run load tests directly in Kube.

Checklist

  1. How was this tested: Tested by forking this repo and building the arm64 image.

  2. Any docs updates needed? I don't think so!
