[Feature Request] Add cool banner / --quiet flag

Is your feature request related to a problem? Please describe.

Cool banners are cool and we should have one. It should be suppressible (along with existing versioning / endpoint info) with a --quiet/-q flag. It should not display unless an interactive TTY is detected, and should be hidden by default in other easily detected environments (github CI, k8s, etc)

Just waiting on a design from the design team
