[Feature Request] Prefix cluster ID with "dev-server-" (or similar) and allow env var override

Describe the solution you'd like

Prefix the cluster ID (persisted or not) with something like "dev-server-" or make the VIS "product" the temporal-dev-server. Also allow the cluster ID (persistent or not) to be overridable via env var.
