`tempest ship` command

I'm not convinced we want to take this on ourselves pre-v1.0. We'd either need prep scripts that get run on the target system, or an orchestration syntax in deployment files. Neither of those are a problem in the long run, but a little distracting in the short term.

I've been thinking about this a bit and just coming back to say it would be a crime not to call this tempest ship when the time comes. 🙃
