SetTimerService icon indicating copy to clipboard operation

It does nothing but open a blank cmd window i cant type in.

I tried installing the SetTimerService.exe file and it does nothing but open a blank command prompt. I see that the read me says to type /install but I can't type it in the command prompt and I don't know where else to put it. what am I missing?

It is as simple as opening a command prompt at the directory where the binary is located and typing "SetTimerService /install"
