Include predicted null #OFFSET in output

Knowing the difference from the desired bias is great, but if the stepchartist wants to go back and correct the offset based only on that, they have to do some crazy signed arithmetic and might stumble into a worse situation. Let's add a predicted value for the #OFFSET tag assuming null paradigm.
