[Bug][DropDownTree] Cannot scroll on mobile devices

Describe the bug Currently the DropDownTree popup can be scrolled on desktop but not on mobile

To Reproduce

  1. Open this example: https://codesandbox.io/p/sandbox/reverent-frog-ygyct8?file=%2Fsrc%2Fmain.vue%3A17%2C33
  2. Open den tools and choose any mobile device
  3. Attempt to scroll the items and notice that you can't

Expected behavior: The items should scroll same way as in desktop
